(user level ppp, that is) anyone can modify routing tables if they can use
PPP. So all someone needs is root a directly connected box (be it
ethernet or a dialup ppp), route interesting traffic to there, then sniff
all sorts of stuff from it.
There could be something stopping that from being done, but it deserves a
very close look.
