Missing start menu items

After installing Apache the "Control Apache Server" menu only contains "Start Apache in Console" and "Monitor Apache Servers". The restart and shutdown options (from previous versions) are not present.

I installed Apache on a per-user basis. I only changed DocumentRoot and Listen (from 8080 to 80).
