autoconf not generating the Makefile in 1.3.26

I just downloaded 1.3.26 to do a quick upgrade. I used the same commandline configure options I'd previously used on this machine (1.3.19). They were accepted without error.

./configure "--with-layout=Apache" "--show-layout" "--prefix=/usr/local"
"--sysconfdir=/etc/httpd" "--datadir=/home/httpd" "--localstatedir=/var"
"--sbindir=/usr/local/sbin" "--htdocsdir=/home/httpd/html"
"--runtimedir=/var/run" "--logfiledir=/var/log/httpd"

For some reason the configure script wouldn't generate a Makefile so I could procede. I haven't been able to find the error in the configure script.
