htpasswd overwrites same password file without -c option

The support program htpasswd, creates a new file even if the file already exists. I started out with the -c option to create a new file to add users to. Example:
/usr/local/apache/bin/htpasswd -bc /usr/local/apache/auth/htpasswds user1 pass1
OK, it created the file like it is suposed to. Results: user1:<encrpted_pass1>

Then I used:
/usr/local/apache/bin/htpasswd -b /usr/local/apache/auth/htpasswds user2 pass2

The results were a new file 'htpasswds' with the contents: user2:<encrypted_pass2>

It's acting like it doesn't see the already created file.
