The support program htpasswd, creates a new file even if the file already exists.
I started out with the -c option to create a new file to add users to.

The results were a new file 'htpasswds' with the contents: user2:<encrypted_pass2> It's acting like it doesn't see the already created file. (Please bear with me, this is my first bug report.)
