  This is probably related to either firewall or antivirus software you   have installed. Such products will often modify the TCP/IP stack drivers   so that they are no longer compatible with Apache. Please try disabling the   offending software (entirely, with a restart to assure the drivers are not   loaded) and see if you can repeat the problem.
