time zone discrepancy in evaluating CRL timeliness

The issue is not a time zone discrepancy, the issue appears to be that the server needs to be restarted in order to load the new CRL, similar to the need to restart to load a new server certificate. This is somewhat less intuitively obvious for the CRL than for the server certificate.

Is this documented anywhere?
