The extra 20 bytes get added when there is an internal redirect (using mod_rewrite) and both the new and old extension are subject to mod_deflate filtering. I added another rewrite rule to the htaccess file and a test.txt file accessible through a redirect as test1.txt to illustrate this case. I will see if I can do a better job of isolating the bad content-length header returns on HEAD requests.
