  Quick comment, it's highly unlikely that bug 12066 is related, this is   down in the MPM layer, and those are entirely different between Unix and   Win32.

  I suspect the network stack still. Stopping network AntiVirus or Firewall   drivers WILL NOT CLEAR UP THE PROBLEM. They remain loaded, even if they   are nonfunctioning, their disfunctional behavior remains.

  Please try disabling AV and Firewall, then restarting the machine with those   products altogether disabled. Confirm they did not start. Then see if the   problem can be reproduced.
