move AddType application/x-x509-ca-cert from ssl.conf to httpd.conf

Summary: move AddType application/x-x509-ca-cert from ssl.conf to
                    httpd.conf
           Product: Apache httpd-2.0
           Version: 2.0.32
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: mod_ssl
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: hauser@acm.org

Since large institution's PKIs failed or are dormant, one must expect more public key certificates be put on personal home-pages irrespective of whether the serving httpd is ssl-enabled or not. This because the biggest use of certificates in short and mid-term is likely to be e-mail (thawte free-mail certificates and self-signed certificate managed like pgp's "web of trust").
