Looks like it so far.

Could you take a look at the PORT code to see if it can be made to work? I have precious little experience with sockets, and APR is very thin on documentation.

The socket is created successfully, the socket is bound to the local IP address, the listen works, but the accept loop never ends. A sniff on the connection shows that the remote server sets up a successful connection to the bound port, and transfers data across the network to the proxy, but then the accept call never lets Apache know about the data in the queue. Any ideas?
