If memory serves with v1.3's mod_proxy you can support load balancing by using DNS round robin. Give your backend servers one DNS name (or /etc/hosts name) with many IP addresses and it should work. The support for load balancing and failover is a bit lame in v1.3, but there are significant improvements made (and more planned) in v2.0. The best idea for v1.3 would be to try mod_backhand and see if that does what you need.
