You really need to do a tcpdump to figure out what's going on. However, I'm willing to bet that WinXP doesn't include a Service-Name tag if you don't supply one. That violates the RFC, which requires a blank Service-Name tag in that situation. The Mikrotik PPPoE server might be a stickler for RFC conformance and reject the PADI. My PPPoE server is a little more forgiving and treats a missing Service-Name as an empty Service-Name.
