Can't you resrict them too 0 simultaneous logon's for there accounts? Else just raise there rates and tell them its due to there heavy usage of the system. Or just terminate there account for theft of service. They should be limited to only resell within there premise if they are a Cybercafe. Were such issues covered in the user agreement? If not it should be revised.
