It might be in India that properly licensed can mean "no license" (completely legal) as there are many International IP laws that are accepted there. I don't know the current laws for each license situation. > for
You might also be interested in limiting bandwidth to each work station. As I know, there are some programs like "Winroute" that can still allow them to share from that computer that has the PPPoE link. If you have an upload/download limit, at least they will feel obliged to give their customers better speed by signing up for more accounts from you.
