further discussion among the apache maintainers gave the result that we would prefer package maintainers to include a config file snippet and ask the user to put an "include /etc/package/apache.conf" into the virtual host config file. This way updates would work without interaction, but it is more obvious to the user what is going on and it is less likely to break other RewriteRules.

We might change our minds if someone has better arguments, but for now I will mark this as wontfix.
