/etc/default/apache2 says this:
# 0 = start on boot; 1 = don't start on boot NO_START=0 But that's not really true, if you try to *manually* start apache ('/etc/init.d/apache2 start') it will not start apache either and say you have to change NO_START

IMHO the comment in the default script should read: # 0 = start apache2; 1 = don't start apache2

If the purpose of NO_START is to not start apache2 only when invoked by init(8) then the init.d script should be modified to not take into account NO_START when it is manually started from an interactive shell.
