I believe this can be solved by changing /etc/apache2/apache2.conf to read:

                        Options Indexes MultiViews SymLinksIfOwnerMatch

So, basically adding SymLinksIfOwnerMatch to /usr/share/apache2/icons. I am not sure why this works, or why this is needed, but it solves the issue.

It is probably a side effect of how Location and Directory contexts are merged. To cite the documentation: "Although rewrite rules are syntactically permitted in <Location> sections, this should never be necessary and is unsupported."
