the link should normally be created with the a2enmod script, which does the correct link to ../mods-available/* . In fact, I could not find any script in the apache2 packages that contains a reference to "./mods-available" . So either you created that link manually and mistyped it or there might be a postinstall script of a different package (third party module, webapp) that conatins a typo. To find the latter,

grep mods-available /var/lib/dpkg/info/*inst

might help.
