I tried it with the standard kernel and IPv6 disabled, but I could not reproduce your problem.

What is in the error log in this case? Does "snoopy" appear anywhere in your apache config or is it your hostname? What is its entry in /etc/hosts? There is nothing else listening on port 80, is there?
