Consider the following two changes, the first because we are changing the charmap and the second because ruscii_8x16 doesn't support Kazakh. (But notice that if either of console-setup or console-cyrillic is used, then kbd= does nothing.)

Yes, thats OK. The idea is that I do not want console-setup to control the charmap because I want to minimize the need d-i developers to change the code of console-setup. I'd like to see console-setup requiring as much efforts to maintain as console-cyrillic now, i.e. close to no efforts. :)

I've just uploaded a package that makes use of this variable.
