Yes you're right, /usr/lib/apt-setup/generators/50mirror exits even with boolean use_mirror. I think mu problem came from some other installation component, to solve it I removed 'choose_mirror' from my installation CD. I'm sorry, I'll try to investigate more, but it's positively not a bug in apt-setup.
