Sounds like you are missing the debian-installer section on your mirror: http://ftp.nl.debian.org/debian/dists/etch/main/debian-installer/ The udebs themselves are in debian/pool of course.

If you are using debmirror for your local mirror, add the following option when you run it: '--section=main,main/debian-installer'.
