Well, the .pc files for the libdebian-installer lib packages should. Committed in SVN. Will be fixed with the next upload.

I don't think this is RC as the problem only occurs on manual builds and we've never before had reports this was causing problems.

No, that would be an extremely bad solution as it is "fixing" the symptoms instead of fixing the cause. Please do not suggest such "solutions".
