As grub-efi is not a part of debian-installer, this (though somewhat
interesting) is basically off-topic for this list.
Note that the debian-boot list is a list for "development of the
debian-installer", not a list for "system boot" related issues.
As this is clearly an issue in the grub-efi package itself, it really would
be better to just file a bug report against grub-efi or contact its
developers by mailing grub-efi@packages.d.o.
