So this is basically a completely new flavor, with a separate kernel?

If you do need a separate kernel, are official Debian kernel packages available for that flavor?

And in that case I would also expect changes in base-installer to be needed (the kernel selection part), if only the addition of a test case for Malta.

I guess you mean addition of a new subarch in installer/build/config/mips?
