Bug#465236: base-installer: make kernel-img.conf/do_symlinks configurable and preseedable

Hi,

please add support for a configurable and preseedable do_symlinks setting in kernel-img.conf. I'd like to turn this off because I don't need these links. They are not used if they are in / and if I enable link_in_boot I get two superfluous grub entries.
