Using both the DVD and CD images of Etch 4.0r0, the packages spectemu-x11 and spectemu-svga are missing even though they are listed in the package files and aptitude sees them as available.

I only see spectemu-common on the DVDs. What you're probably seeing is apt picking up on the mentions of (spectemu-x11 | spectemu-svga) in the Suggests: line of spectemu-common:
Package: spectemu-common
As they are only Suggests: then debian-cd would not be forced to try and include those packages when making official CD/DVD sets. Those packages (in turn) depend on the (non-free / non-available) package spectrum-roms; that missing dependency is why they didn't make the CDs/DVDs themselves.
