No, not at all. Debian-cd is explicitly designed to run on all architectures. The Recommends: packages are used when building CDs for specific architectures, but should be available on all. In the case of syslinux, the boot-{i386,amd64} scripts don't need anything specific for those architectures, they just call ppmtolss16 to convert some graphics. The best way to fix this bug would be to build syslinux on other arches too, or alternatively to split ppmtolss16 et al. into another binary-any package. Hence I'm reassigning appropriately.
