Translation of the README.html.in with po4a

Hello,

I would like to support the translation of the README.html.in with po4a.

I added support for C preprocessor directives in po4a, but the directives must not appear inside an XML tag.

Would it be OK to apply such change, or does it make unacceptable changes in the output spacing? (see attached patch)
