Bug#410418: includes dependencies of excluded packages on the cd, making netinst huge

I've decided to remove the pending tag as the change I committed does not really solve the issue identified by Joey.

Quoting his analysis:

This has now been changed, which means that cdebconf is no longer included (as it's only an alternative to debconf) and thus the gtk/fontconfig toolchain is no longer pulled in either.

Of course, that would change if we'd ever switch from debconf to cdebconf...

This issue is basically still there.
