Each client have the control

Hi friends.

The ISP where I work is looking for solutions to permit to each client, control your access: I mean they can shape their traffic, uses his own rules/firewall and maybe other small solutions.

Which tool/control panel you recommend?

I've trying with ebox, but it is a distro and no works for me because we have many clients and the solution have to be something like a "Control Panel"
