better to have a 5 (or even 1) minute cron job that tries a DNS query (one which should be resolved locally - from either a real or dummy domain served on that machine or the local network). if the request times out, restart bind.

minimal delay, and no unneccessary bind restarts (restarting bind WILL impact on everything else on the network)
