What is a "switching hub"?

No, it is a real switch, but if someone sucks big files from the network, the other users are sloweed down to some kByte/sec.

So my idea was, to put the "clients" on a 10/100 Port and then the Servers on the 4 GBit Ports which would solv ALL problems.
