switching hub is the only way how to make 10/100 mbit hub ... internally two hubs - 10 and 100 mbit, and switching between them

then it's a problematic/slow switch, replacing for other, even 10/100 mbit switch should help.

unless it's also slow... (should not happen with gbit switches but who knows...)
