Extragear, is just a stage were several applications are developed. So, you don't "rely on extragear", or package/upload extragear, but on the individual applications that are inside of extragerar.

You probably want k3b, amarok, etc. ported to KDE 4. But again, the problem is that extragear is not released as a whole, the applications are released individually, and each one has its own release schedule, or porting status.
