What is the output of the command
$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies

an the command
$cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq

If frequency scaling is configured you should see the available frequencies (first command) and the currently used frequency (second command).
The command
$cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

shows how the frequency selection is controlled.
