The paths where udev hotplug looks for firmware are defined in /lib/udev/hotplug.functions with the variable FIRMWARE_DIRS. In lenny I have

FIRMWARE_DIRS='/lib/firmware /usr/local/lib/firmware /usr/lib/hotplug/firmware'
