yes, probably, i wouldn't know, lenny is not stable is not debian yet :]

on etch, i have (in /lib/udev/hotplug.functions):

FIRMWARE_DIRS='/lib/firmware /usr/local/lib/firmware /usr/lib/hotplug/firmware'

so i guess you can put it in anyone you want and/or redefine/add another directory.
