Quite right.
If one runs unstable, he can use Testing, Backports or Stable packages. Another option is http://snapshot.debian.net But it's not very practical.

Also packages aren't designed to allow downgrade (in preinst and postinst scripts). 90% of the packages probably downgrade nicely, but the 10 last percent might be a night-mare (incompatible configuration files, etc).

Debian-Installer team have made a really good job. Sarge was... a bit more complicated to install ;)
