OK. I purged update-[manager|notifier] and reinstalled them. Now they work as expected. I don't know what messed up my configuration, since I don't remember ever touching it by hand. (It was installed before etch went stable, though.)

I have adept updater installed on another etch box. It also seems to work ok, although it choked and crashed on the 'warning message' of the last kernel update [1].
