Bug#464559: upgrade-reports: Upgrade from Etch to Sid error

I install Debian Etch with "Standard" packages without Desktop Enviroment. I set repositories to point to Sid.
I run aptitude update.
I run aptitude dist-upgrade.
Many of packages are downloaded and an error appears: E: Internal error, Could not perform immediate configuration (2) on tzdata One package could not be installed. Trying to continue:

And shell backs to the prompt.
All times I run dist-upgrade this is the same.
