Agreed. But this is up to the package maintainer. You might want to file a BTS requesting it.

Both packages replace or conflict with each other. This makes apt happy when moving from one to the other. I do not read that as a statement that stunnel v3 is the progression beyond v4.

I always use stunnel4.
