If you are doing this on Etch (as you mentioned), then my guess is that you have deb-src, deb entries that correspond to distributions other than stable in your /etc/apt/sources.list. Please remove/comment out them first.

Next you should also do

sudo apt-get update

before doing

sudo apt-get build-dep f-spot

You might have already done this. But just wanted to point out as your initial post does not show this. Does that help solve your problem?
