well the fedora was probably imaged and not installed. Any debian based live-cd will likely come with debootstrap. I know knoppix has it and I'm sure ubuntu's live-cd does as well. So debootstrap sets up a minimal installation in a chroot that you designate. The installer manual has details. I have used it several times with good results.
