Your reason for the "-t etch" may prove enlightening. Is this a mixed system? Are you in the midst of an upgrade? What are the contents of /etc/apt/sources.list and /etc/debian_version?

For etch, the release notes say that the preferred package manager is aptitude since it handles problems such as this more intellegently.
