Adblock. Bingo. Are you using Filterset.G? There are two regex's in FIlterset.G that hit on this site:

/[^\w=+]promo(\w*\.js|banner|box)(?!(\.js)?\?)(\W|_|$)/

and

/\Woverlay\.js/

I'm not going to bother, since I don't use citibank, to turn them off, but that's got to be it.
