I wonder, if you want to reinstall all packages anyway after a partial recovery after a system crash, why not just reinstall so that you can be sure that you don't miss anything? By the time you reinstal _all_ packages, you will have also reinstalled those packages in basedebs.tgz.

What caused the crash in the first place?
