Debian Etch and time zone problem

Hi! How can i make Debian etch use localtime zone as Etch's system time? I've a dual boot system with winxp. My bios uses local time zone as hardware clock. winxp also uses that. But Etch uses UTC. I want Etch to recognize Local time zone. I don't want to use UTC. How can i prevent Etch from using UTC(prevent UTC time from loading)?
