SOLVED: Reconfiguring package configuration interface (was Re: Terminal issues in fresh install)

OK, my questions on mutt and the en_US.UTF-8 package have been answered pretty thoroughly (thanks, all!), but nobody's touched on my other question. Just to get the answer into the archive for the sake of others who may have the same question (or to remind myself in a couple years...) now that I've figured it out (again):

This is controlled by the debconf package rather than apt/dpkg directly, so 'dpkg-reconfigure debconf' will take care of it.
