Help with debconf

Is it possible to force debconf to forget about a package configuration on removal, or to always ask the configuration questions on install? I have this packet that is configured the first time it's installed, but then never asks again if you don't dpkg-reconfigure it. However, if I remove the package, then debconf still remembers the configuration and I can't change it with dpkg-reconfigure (package is not installed error). Because of the specifics of the package I won't be able to reinstall it without changing the configuration.
